1999 ANNUAL REPORT
We, the Washington State Patrol, answer our citizens' call for public safety.
In 1999, the State Patrol continued to develop its new philosophy of Problem Oriented Public Safety (POPS) throughout the agency. The two main tenants of POPS are problem solving and partnerships. During the past year, the department focused on finding new ways to address old issues and to involve citizens in the processes.
On July 1, the Forensic Laboratory Services Bureau was formed in the
agency. The bureau administers the state's criminal and forensic laboratories
for all criminal justice agencies in the state as well as coordinating
breath testing and drug recognition programs. The department also expanded
the Statewide Incident Response Team (SIRT) to meet the increased number
of clandestine labs encountered by communities throughout the state.
This increase has exceeded 100 percent. SIRT members were also involved
in community outreach activities in an attempt to bring focus to this
growing problem. In 1999, they conducted 40 training sessions for 1,390
attendees.
The WSP also developed Citizen Problem Solving Academies and held them in various locations in the state. These academies facilitate the establishment of strategic alliances and provide training to educate the department's key partners, stakeholders, and customers statewide on the POPS philosophy and how cooperative problem solving will enhance future relationships.
The year 1999 marks the beginning of bringing WSP employees and citizens together to improve services and to solve public safety issues. Through dynamic partnerships, there can be a safer tomorrow.
