BUDGET AND FISCAL SERVICES
Budget and Fiscal Services (BFS) is responsible for the management of
all agency financial activities and allotting the department's operating
and capital budgets. The division consists of the Accounting Section,
Accounts Payable Section, Budget Section, Grants and Contracts Section,
Financial Systems Development Section, Payroll Section, and the Travel
Section.
- The Accounting Section consists of the General Accounting
Unit and the Accounts Receivable Unit.
General Accounting is responsible for the accounting of all contracts
and grants, miscellaneous journal voucher adjustments, distribution
of Labor Distribution System (LDS) Variance/Validation/Exception Reports,
and Local Fund Accounting.
Accounts Receivable is responsible for cash receipts, accounts receivable
collections, requests for invoices, witness fee invoicing, and miscellaneous
invoicing.
Accounts Payable is responsible for auditing payment documents,
grouping the information into batches, and keying the information
into the statewide Agency Financial Reporting System (AFRS). After
the information is verified, the checks are processed and mailed to
the vendors and agency employees.
The Budget Section is responsible for coordinating all aspects
of the agency's budget: allotment, cost accounting, and financial
systems development activities. The Budget Section's activities include
budget preparation, allotments, expenditure monitoring, authorized
positions, fiscal notes, and six-year vehicle and equipment replacement
plans.
The Grants and Contracts Section is responsible for coordinating
grants, agreements, and other contractual documents with agency project
staff, administrative staff, government agencies, other state agencies,
and private organizations.
The WSP has several grant agreements with various grantor agencies
to fund agency programs. All grant applications must be reviewed by
Budget and Fiscal Services and the executive staff before being submitted
to funding agencies.
The WSP provides many services to public and private organizations
that are reimbursable, such as traffic control, escort services, radio
communications services, administrative investigative services, and
criminal history background checks.
The WSP frequently enters into contracts for the acquisition of goods
and services; Memorandums of Understanding with other governmental
agencies; providing funds to other public entities for participation
in WSP programs; and various other purposes.
The Financial Systems Development Section (FSDS) acts as an
advocate for users in the development and maintenance of agency financial
systems. In this capacity, the section works closely with the Information
Technology Division in the development and maintenance of the systems.
In addition, FSDS is responsible for developing fees for services
for the various sections of the agency; development of the agency's
indirect cost plan; and providing necessary data to make informed
business decisions.
The Payroll Section is responsible for the production and distribution
of all WSP employee paychecks and miscellaneous deduction checks (employee-authorized
deductions made to labor unions, credit unions, banks, etc). Payroll
is also responsible for collecting and reporting federal income tax,
Social Security, Medicare, retirement contributions, and medical aid
premiums.
Other payroll responsibilities include employee benefits such as medical
and dental insurance, state life insurance, long-term disability insurance,
and the soon-to-be-offered Guaranteed Education Tuition (GET) program.
The Travel Section provides assistance to employees with travel
vouchers and job-related moves, as well as assisting personnel with
credit cards, conference, and direct bill issues.
PROPERTY
MANAGEMENT DIVISION
The Property Management Division is responsible for providing comprehensive facilities
management through the capital and operating budget process. The Property Management
Division consists of the Fleet Section, the Facilities Section, and the Supply
Section.

The Fleet
Section acquires, outfits, and maintains patrol vehicles
and related emergency equipment for the agency. In addition,
Fleet Section personnel manage a statewide replacement and retirement
schedule for all vehicles.
The Facilities Section is responsible for the requisition,
construction, maintenance, and disposal of all departmental facilities.
For example, they oversee detachment office design and construction,
electronic scale design and installation, fuel tank upgrades, underground
storage tank monitoring and replacement, and storage facilities construction
and equipping.
The Supply Section provides in-depth materials management
through acquisition, asset accountability, and disposal of purchased
and stored supplies. The Supply Section is responsible for ordering
and issuing equipment and uniform items for the entire agency.
RISK MANAGEMENT DIVISION
The Risk Management Division is comprised of Administrative Services, the Evidence Section, and the Public Disclosure Section. It is responsible for the internal audit/inspection function of the agency. Developing strategies and providing analysis and direction to the agency on all risk management issues, it also oversees and manages agency records retention and disclosure issues. Additionally, providing forms management services and administering property and evidence handling policies, ensuring compliance with state mandates and CALEA standards, completes its purview.
Administrative Services
The Administrative Services Section is responsible for the agency’s forms management, publications design, printing and copying services, awards production, and publishing the Daily Bulletin. The section also oversees the front desk and mailroom operations at headquarters.
Audit/Inspection
The Commander of the division reports directly to the Chief of the Washington State Patrol on all internal audit/inspection matters. Audit/inspections are conducted according to an internal audit/inspection plan and by special direction of the Chief.
Evidence Section
This section ensures that all districts and divisions that collect, store, or evaluate property and evidence maintain the high standards set by the agency, the Office of Financial Management, and CALEA.
Public Disclosure Section
The Public Disclosure Section coordinates public records requests for the agency as well as manages the WSP Unique Records Retention Schedule, acting as liaison between our agency and the Secretary of State’s office. The section is also responsible for tracking all tort claims filed against the State Patrol. Its responsibilities require it to work closely with the Attorney General’s Office and the Office of Financial Management, Risk Management Division.
Strategic Planning and Performance Section
The Strategic Planning and Performance Section performs agency
studies, research, revises manuals, works on performance measures, develops
regulations, tracks relevant legislation, and serves as a resource center
for the agency. They also provide planning and policy support to all divisions
of the department as well as ensure compliance with accreditation standards set by
the Washington Association of Sheriffs and Police Chiefs (WASPC)
and the Commission on Accreditation for Law Enforcement Agencies (CALEA).
In addition, the Strategic Planning and Performance Section is the official WSP liaison with the Office of the Code Reviser and the Joint Administrative Rules Review Committee (JARRC). For additional information, see the Washington State Patrol Rules Assistance Center
