District
8 Problem Oriented Public Safety
The State Patrol’s style of community policing is called Problem Oriented
Public Safety, or POPS. The foundation of POPS is based on a philosophy
of taking the concerns of the motoring public by addressing persistent
problems. When a problem is identified by a citizen, trooper, or anyone
with a concern, the POPS trooper works with other agencies and groups
to develop the best achievable solution to address the origin of the problem.
Solutions to various problems may range from simply educating the public
to major construction projects. Troopers in District 8 participate in
and support the statewide POPS projects including Click-it or Ticket and
Drive Hammered, Get Nailed. Troopers also work on local projects such
as those listed below.

POPS
PROJECTS AND SUCCESSES
- SR 16 Burley
Olalla: A project working with the community and the Washington
State Department of Transportation (WSDOT) to reduce collisions and
improve safety of motorists.
- Rumble Strips,
SR 3:
As a result of several median crossing fatal and injury collisions,
WSDOT installed recessed rumble strips along the inside and outside
lane edge lines to alert motorists they are leaving the roadway.
- Traffic waiting
for ferry:
Projects addressing issues at the ferry terminals, including improving
safety of vehicles waiting outside of the toll booths, vehicles cutting
in line, and pedestrian and bicycle safety.
- Cross Kitsap
Corridor: A Safety Corridor Project involving the Washington Traffic
Safety Commission, Washington State Department of Transportation,
Washington State Patrol, Bremerton Police Department, Kitsap County
Sheriff's Office, United States Navy, and Kitsap Transit to reduce
the number of collisions. The area of the Safety Corridor is State
Route 3 from Bangor Navy Base to the Mason County line, State Route
304, and a portion of SR310. Law enforcement is aggressively enforcing
collision-causing violations in the area. A Web site is available

- School Programs:
Several projects in District 8 involving troopers visiting schools
promoting a variety of traffic safety issues, including underage drinking,
seat belts, and bicycle safety.
- Local DUI
projects:
Troopers regularly participate in traffic emphasis programs focusing
on drug- and alcohol-affected drivers. Troopers are also involved
in educational programs with businesses, military, and schools.
- Seat belt
awareness: Troopers regularly participate in seat belt emphasis
patrols and educational programs to promote proper use of vehicle
safety restraints. Troopers conduct roadside surveys to monitor usage
rates of drivers and passengers.
- Aggressive
drivers: Projects to identify areas where aggressive driving occurs
and take appropriate enforcement. Troopers regularly participate in
educational programs in the community to assist the public by increasing
awareness of the problem and proper reporting.
