  Washington State Patrol title head District 7 Problem Oriented Public Safety

The State Patrol’s style of community policing is called Problem Oriented Public Safety, or POPS. The foundation of POPS is based on a philosophy of taking the concerns of the motoring public by addressing persistent problems. When a problem is identified by a citizen, trooper, or anyone with a concern, the POPS trooper works with other agencies and groups to develop the best achievable solution to address the origin of the problem. Solutions to various problems may range from simply educating the public to major construction projects.

    POPS PROJECTS AND SUCCESSES

  • Criminal Activity in the Custer Rest Area
    The Washington State Patrol partnered with the Washington State Department of Transportation and local Bellingham agencies in identifying the problem with criminal activity in the Custer Rest Area and coming up with a solution. With strong enforcement, redesigning of the grounds (cutting the underbrush, closing access from the county roads), the incidence of criminal activity in this rest area greatly decreased.

  • SR 546 - East Badger Road
    This state highway was experiencing a high volume of collisions, including fatal collisions. Working with the Washington State Department of Transportation and local residents, we identified sight obstructions (brush and overgrowth) at intersections, repositioned stop lines, and implemented strong enforcement. The result has been a decrease in fatalities and the severity of collisions.

  • State Route 20 Corridor Safety Project
    In an effort to decrease traffic collisions on SR 20, the Skagit and Island County troopers are currently participating in the SR 20 Corridor Safety Project. The project area covers SR 20 from Best Road (Milepost 54) to Russell Road (Milepost 82). The project involves several local agencies and organizations working together. The Washington State Department of Transportation has completed several engineering projects, including redesign and traffic lights, and the Washington State Patrol has increased our presence and enforcement on this stretch of the highway.
