7 Headquarters and Command Staff
The District 7 Headquarters is located at 2700 116th Street NE, Marysville,
Washington, just west of I-5 at Exit 202. In addition to the Command Staff,
the Marysville District Office holds two line detachments, the VATS detachment,
a motorcycle detachment, Communications Center, full-service Crime Laboratory,
Detective Unit, and various administrative support staff.

Lt. Bob Wright

Lieutenant Bob Wright’s area of responsibility includes north and south Snohomish County, Public Information Officer, and the District Evidence Program. He began his career with the Washington State Patrol in 1983. He was assigned to Seattle after graduating from the Academy in 1984. Bob transferred to Snohomish County in 1988. He was promoted to sergeant in March 1997 and was assigned to Raymond. He returned to Snohomish County in September 1997. In June 2004, Bob was assigned to the Homeland Security Division where he trained to be an explosive detection canine handler. His partner, Luci, was a yellow Labrador. In March 2004, Bob was promoted to lieutenant and assigned Snohomish County. He has a Bachelor’s degree in Economics from Pacific Lutheran University.

Lt.
Debby Ethredge

Lieutenant Debby Ethredge’s area of responsibility includes east Snohomish County, the District’s SHCAT Teams, and the Motorcycle Detachment. She is the District VII coordinator for the aircraft, POPS, and aggressive driving programs. Lieutenant Ethredge was hired by the agency in 1989 and served as a trooper in Bremerton, Bellevue, and North Bend. She was promoted to Sergeant in 1999 and assigned to North Bend. In 2001 she transferred to the Commercial Vehicle Division in Bellevue. In 1986 Lieutenant Ethredge received her Associates of Arts and commercial pilot’s license form Big Bend Community College in Moses Lake. In 1988 she received her Bachelor of Science in Sociology from Emporia State University in Kansas. In 2003 she received her Master’s in Human Resources and Organizational Leadership from Chapman University in Orange, California. Lieutenant Ethredge was promoted to Lieutenant July 2005.

Ken Ginnard

Lieutenant Ken Ginnard's area of responsibility includes Island, Whatcom, and Skagit counties. Lieutenant Ginnard has been with the agency since 1984, working as a trooper in North Snohomish County. He was promoted to Sergeant in 1991 and performed assignments with the Field Operations Bureau where he served as a Detective Sergeant and supervised a multi-jurisdictional drug task force in Skagit County. Ginnard was promoted to Lieutenant in November 2005 and assigned to Burlington.

Ms. Cashen began her career with the Washington State Patrol in 1982 and has been the District 7 Administrative Secretary the entire time. She works closely with the Command Staff, ensuring the District runs smoothly. During her tenure with the agency, she has worked for ten different district commanders.
