As an Assistant District Commander, Lieutenant Keightley oversees the detachments working out of the Union Gap and Sunnyside offices. He is housed at the District Headquarters in Union Gap. Lieutenant Keightley began his career with the State Patrol in 1985. He served as a trooper in Okanogan, Chelan, and Wenatchee, and as a detective in the Traffic Investigation Division in Spokane. He was promoted and served as a sergeant in Kennewick and Spokane. He has been in Yakima since his promotion to lieutenant in 1999.

Lieutenant Jay Cabezuela also serves as an Assistant District Commander. He oversees the two Kennewick detachments, and the Walla Walla detachment. Lieutenant Cabezuela is housed in the Kennewick Detachment office.

Ms. Norma Moreno
 

Ms. Norma Moreno is the Administrative Assistant 3 and serves as the District Secretary. She is housed at the District Headquarters in Union Gap. Ms. Moreno began her career with the State Patrol in 1999 as an Office Assistant in Union Gap. In 2000 she was promoted to Secretary Lead, and in 2003 to Secretary Administrative. Ms. Moreno works closely with the Command Staff, ensuring district operations run smoothly and efficiently. Ms. Moreno was recognized as the Washington State Patrol’s Employee of the Year for 2001.
