Document Partner Status

We need to have documentation to show that the agency requesting access to SKIES (requesting entity) is a WorkSource partner. This must be either a signed WorkSource Partner memorandum of understanding, or a signed services contract showing that the agency has a contract with ESD or the WDC to provide WIA services. A resource sharing agreement does not satisfy this requirement. If the agency is not included in the MOU we already have on file, you will need to fax this document to Tina Pendon at 360-438-3173.

Identify ESD and Requesting Entity Contract Managers

You need to identify two individuals who will be responsible for managing the contract - one for ESD, and one for the requesting entity. This may need to be coordinated with the WDC to avoid any confusion. The ESD regional office often designates the ESD contract manager. The ESD contract manager is responsible for completing the next two steps.

Draft the Contract

The ESD Contract manager uses the SKIES data sharing boilerplate (Contract Boilerplate) to create the initial draft of the contract. Let us know if the requesting entity is a community college as they may require a different boilerplate. For the contract start date, insert "The Agreement shall commence on the date of execution of this Agreement, and shall continue to…". Insert the name of the person authorized to sign the contract for the requesting entity on the last page. For WDAs using Centralized security administration, be sure to delete the paragraph titled DECENTRALIZED SECURITY ADMINISTRATION.

Complete EMS 690

Tina can provide an electronic version of the EMS 690. The contract manager fills out this form and e-mails it along with the contract document to Tina. She will do an initial review and let you know if any changes are needed. The contract manager then prints out the EMS 690, signs it, and faxes it to Tina. When everything is ready to go, Tina will send all required documents to the contracts office to begin the clearance process. This takes about a week, so be sure to allow enough time for processing. When the clearance process is completed, the contracts office will send originals out to the ESD signature authority (usually the regional director) and the requesting entity for final signatures.

Identify Access Approver

After the contract is signed, Tina will assign an Agency Code which is needed in order to provide access to system users. For Centralized areas, Tina will need to know who will be designated as the Access Approver for the new agency. Kay Kaliman will contact this person and provide assistance to help them submit documents required to add users.
