Workforce Investment Act Title I-B

Employment Security administers the federal Workforce Investment Act, Title 1-B "Workforce Investment System" programs. 

The Act authorizes services to adults, dislocated workers, and youth, statewide and rapid response activities, and WorkSource, Washington State's one-stop service delivery system.

Trade Act

The Employment Security Department administers the federal Trade Adjustment  Assistance Act.  The Act authorizes services to workers dislocated from their jobs due to imports or shifts in production to other countries and who are covered by a TAA federally approved certification.

Policies in this section apply to any individuals, grantees, subrecipients, and contractors funded by the Trade Adjustment Assistance Act.

Labor Exchange

The Employment Security Department administers the federal Wagner-Peyser Act which establishes a public labor exchange system and related programs.  The Act authorizes labor exchange services for all adults and businesses, and related services to target populations including veterans and agriculture workers. The Department also administers other employment related programs which include employer tax credits and certification of foreign workers.

Policies in this section apply primarily to any individuals, grantees, sub recipients, and contractors funded by the Wagner Peyser Act and other related federal legislation referenced in this section.

WorkSource Systems

WorkSource is the one-stop service delivery system authorized under the Workforce Investment Act as operated by Washington State. This category of policy was established to set state direction and standards applicable to more than one partner program participating in the system.

Each policy notes the applicable partner programs or fund sources participating in or providing certain functions within the system.  At a minimum, the policies generally apply to Workforce Investment Act Title I, Wagner Peyser, and Trade Act programs or functions.
