Request for Proposal

The Employment Security Department/Offender Employment Services contemplates awarding one or more contracts for a total of $220,000 from the Carl D. Perkins Career and Technical Education Act of 2006, 1% State Leadership Allocation. The Act focuses Federal funds on improving career and technical education (CTE) that links to high skill, high wage and high demand occupations and, in particular, on providing these parameters for Special Populations, specifically individuals in correctional institutions.

The period of performance is from July 1, 2008 to June 30, 2009. This solicitation is open from April 18, 2008 to May 16, 2008. Responses, whether mailed or hand delivered, must be received by May 16, 2008, 4:00 PM PDT.

1% Funding Recipients for PY 2007/2008

Citizens for Responsible Justice
Citizens for Responsible Justice will provide education, training and support services to clients who are adult offenders seeking high paying and high demand jobs. It will enhance and extend existing relationships between the WorkSource KEYS program in the Tacoma Community Justice Center, local educational institutions, businesses and parents.

Columbia River Mental Health Services
Columbia River Mental Health Services Community-based employment/education planning will be provided with significant input from the client to identify potential or actual needs and reduce barriers; an individualized employment/education/training plan will build upon the individual’s strengths, skills and talents and incorporate the individual’s justice system challenges into a new career path in high skills, wage and demand occupations.

FareStart
FareStart serves as a bridge between the Department of Corrections (DOC), FareStart and Seattle Central Community College (SCCC) for high risk men and women who are being released from Washington State correctional facilities with no place to go. FareStart’s full-time; 16 week supportive program helps provide stability and on-the-job training in the food service business, as well as comprehensive life-skills lessons.

Kelso School District
The Kelso School District provides early intervention services that decrease the dropout rate, break the cycle of involvement with the judicial system and low academic achievement. The program serves 16 to 18 year old students incarcerated in the Cowlitz County Youth Services Center (CCYS) and/or the Transition Classroom located at the CCYS Center.

Tacoma Goodwill
Tacoma Goodwill’s Youth Build program provides peer support and leadership development services to persons age 18-24. Program services include civic engagement, community responsibility activities and community service and literacy achievement. The project will result in the construction of 2 Habitat for Humanity houses and lead participants into high skill, wage and demand occupations.
