LVER/DVOP

Scope of Work for LVER Positions

The grant agreement includes assurances that all LVER staff exclusively serves Veterans and Eligible Persons. It is recognized that in certain situations, deviations from this requirement occur. Therefore, if a service delivery site utilizes an LVER to provide services to non-veterans for some reason, the time involved is charged to an account other than the LVER project code. In providing direct services to Veterans, however, under no circumstances does any other staff charge to the LVER project code.

LVER Duties and Responsibilities

LVERs are responsible to:

  1. Provide quarterly reports to local management, their Regional Director, and the WorkSource Operations Division's Veterans' Services Unit regarding compliance with federal law and regulations with respect to special services and priorities for Veterans and Eligible Persons;

  2. Provide directly or facilitate the provision of Labor Exchange services to Veterans and Eligible Persons, including intake and assessment, counseling, testing, job search assistance, job development, referral, placement, and follow-up activities;

  3. Supervise the DVOP specialists as well as direct the activities of the Veterans' Unit;

  4. Functionally supervise the providing of services to Veterans and Eligible Persons by all point-of-service staff;

  5. Maintain regular contact with community leaders, employers, labor unions, training programs, and veterans' organizations for the purpose of keeping them advised of Veterans and Eligible Persons available for employment and training, and keeping Veterans and Eligible Persons advised of opportunities for employment and training;

  6. Encourage employers and labor unions to employ Veterans and Eligible Persons and to conduct on-the-job training and apprenticeship programs for such Veterans and Eligible Persons;

  7. Promote and monitor the participation of Veterans in federally funded employment and training programs, monitor the listing of vacant positions with federal agencies, and report via organizational channels to the WorkSource Operations Division's Veterans' Services Unit and then to DVETS any evidence of failure to provide priority or other special consideration in the provision of services to Veterans as required by law or regulation;

  8. Monitor the listing of jobs and subsequent referrals of qualified Veterans as required by Section 4212 of Title 38 (see Policies and Procedures communication number 4034, Federal Contractor Job Listing Program);

  9. Work closely with appropriate U.S. Department of Veterans' Affairs (VA) personnel engaged in providing counseling or rehabilitation services under Chapter 31 of Title 38, and cooperate with employers in identifying Disabled Veterans who have completed or are participating in a vocational rehabilitation training program and who are in need of employment;

    NOTE: Chapter 31 deals with vocational rehabilitation training to assist service-connected Disabled Veterans to obtain and maintain suitable employment or for certain Veterans to achieve maximum independence in daily living. Benefits are available for use in on-the-job or apprenticeship training or for full-time schooling. The VA pays the trainee a monthly allowance in addition to the wage paid by the employer and the Veteran's disability compensation.

  10. Refer Veterans and Eligible Persons to training, supportive services, and educational opportunities;

  11. Assist in securing and maintaining current information regarding available employment and training opportunities in the automated system;

  12. Cooperate with the staff of programs engaged in identifying and assisting Veterans who have readjustment problems and who may need services available at the local service delivery site;

  13. Assist any federal or state agency, employer, or Veteran in identifying and acquiring prosthetic, sensory aids, and any other devices that enhance the employability of a Disabled Veteran; and

  14. Facilitate the provision of guidance or counseling services, or both, to Veterans with respect to selection of, and changes in vocations and adjustments.

Scope of Work for DVOP Positions

Therefore, if a DVOP specialist is utilized to provide services to non-veterans for some reason, the time involved is charged to an account other than the DVOP project code. In providing direct services to Veterans, however, under no circumstances may any other staff charge to the DVOP project code.

DVOP Responsibilities

DVOP specialists are assigned only those responsibilities directly related to meeting the employment needs of Veterans, with priority for the provision of services in the following order:

  1. Special Disabled Veterans;

  2. Disabled Veterans; and

  3. Other Veterans and Eligible Persons.

DVOP Duties

DVOP specialists will:

  1. Develop employment and training opportunities for Veterans through contacts with employers, especially small and medium size private sector employers;

  2. Develop and promote apprenticeship and other on-the-job training positions for Veterans;

  3. Provide outreach activities to locate Veterans through contacts with local veterans' organizations, the VA, and community-based organizations;

  4. Provide appropriate assistance to community-based groups and organizations and appropriate grantees under other federal and federally-funded employment and training programs in providing services to Veterans;

  5. Provide appropriate assistance to point-of-service staff with responsibility for Veterans in carrying out their responsibilities;

  6. Consult and coordinate with other appropriate representatives of federal, state, and local programs for the purposes of developing maximum linkages to promote opportunities for and provide maximum employment assistance to Veterans;

  7. Carry out other duties that promote the development of entry-level and career job opportunities for Veterans;

  8. Develop outreach programs in cooperation with appropriate VA personnel engaged in providing counseling or rehabilitation services under Chapter 31 of Title 38, with educational institutions, and with employers in order to ensure maximum assistance to Disabled Veterans who have completed or are participating in a vocational rehabilitation program;

NOTE:  Chapter 31 deals with vocational rehabilitation training to assist service-connected Disabled Veterans to obtain and maintain suitable employment or for certain Veterans to achieve maximum independence in daily living. Benefits are available for use in on-the-job or apprenticeship training or for full-time schooling. The VA pays the trainee a monthly allowance in addition to the wage paid by the employer and the veteran's disability compensation.

  1. Provide for the provision of vocational guidance or counseling services, or both, to Veterans with respect to selection of, and changes in vocations and adjustments;

  2. Provide services as a case manager;

NOTE:  The following Veterans will receive case management services: Veterans with significant barriers to employment (minority, Disabled Veterans, female, recently separated military, homeless, economically disadvantaged Veterans), Chapter 31 participants and other mandated or targeted Veterans as designated by DOL/VETS.
