Washington State Migrant Education Program The Washington State Migrant Education Program (MEP) receives a federal grant to establish or improve programs of education, directly or through sub-grants to local operating agencies, for migratory children.
HEP Programs U.S. Department of Education’s High School Equivalency Program (HEP) helps migratory and seasonal farm workers (or children of such workers) who are 16 years of age or older and not currently enrolled in school obtain the equivalent of a high school diploma and get a job or begin college or training. The program serves more than 7,000 students annually.  The following colleges and universities operate HEP programs in Washington.

Upward Bound Programs Upward Bound provides support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and higher education pursuits. Upward Bound serves high school students from low-income families; high school students from families in which neither parent holds a bachelor's degree; and low-income, first-generation military veterans who are preparing to enter college. The goal of Upward Bound is to increase the rate at which participants complete high school and enroll in and graduate from college.  The following colleges and universities operate Upward Bound programs in the state of Washington.
