Gap Grant Assistance for Trade Act participants applying for IRS HCTC program

Employment Security Department obtained a Workforce Investment Act (WIA) National Emergency Grant (NEG) to assist eligible Trade Act participants with their health insurance premiums during the time it takes the IRS to process their HCTC application.

The Gap grant will pay 65% of your monthly health insurance premium until you receive your first invoice bill from the IRS HCTC program. You must meet the same IRS eligibility requirements of:

  1. Receiving unemployment insurance benefits, or TRA benefits, or the older worker wage subsidy program and
  2. On a COBRA or Washington State Basic Health plan, or enrolled in a insurance plan 30 days prior to last day of work or on a spouses plan from work.

To apply for this health insurance assistance, you need to be enrolled in Trade Act services through WorkSource. To request to speak with a Trade Act counselor, contact your local WorkSource office.
