- In SKIES on the Core
Service/Basic/Additional tab, record the “Highest Grade Completed”, “In
School”, and if “In School” is “Yes” record the “School Type”. On the
Cores Services/Basic/Program tab, record whether “Basic Skills
Deficient” or not. To determine if the job seeker is an out-of-school,
look to see if the job seeker is a school dropout, or who has received a
secondary school diploma or its equivalent but, is basic skills
deficient, unemployed, or underemployed. For reporting, this includes
all youth except: 1) those who are attending any school and have not
received a secondary school diploma or its recognized equivalent, or 2)
those who are attending post-secondary school and are not basic skills
deficient. The WIASRD record includes the Highest School Grade Completed
#122,
- School Status at Participation #129,
Basic Literacy Skills Deficiency #130 as separate data elements and
identifies out-of-school youth for reporting purposes using those
fields. To be recorded as in post-secondary education at participation
one’s highest grade completed must be high school diploma, GED, or
above. Otherwise the record will not pass WIASRD edit checks. Dropout
status and underemployment are not included in the WIASRD record.
Enrollment into education during participation (Enrolled in Education
#343) and level of educational enrollment at exit (School Status at Exit
#670) are recorded in the WIASRD, but do not enter into the reporting
definition for out-of-school youth.

- There is no one place in SKIES to record
the Out-of –School Youth status. To determine if the job seeker is an
out-of-school, look to see if the job seeker a) is not enrolled in
education at participation and has not received a secondary school
diploma or its equivalent or; b) has received a secondary school diploma
or its equivalent but, is basic skills deficient, unemployed, or
underemployed.
- For reporting, this includes all youth
except: 1) those who are attending any school and have not received a
secondary school diploma or its recognized equivalent, or 2) those who
are attending post-secondary school and are not basic skills deficient.

- At this time the Vets staff are not
required to program enroll veterans. However, DVOP/LVRS should continue
to enter seeker services affiliated with Vets program.

- 91st forward – What services can be
provided? Will anything restart the clock? It didn’t sound like it from
Melissa. So clock can only be restarted from exit day – through day 90?
How do we enter the exclusions in SKIES? How do you enter a planned gap
in services in SKIES?

- If the job seeker has been exited because
no services have been provided for 90 days, any services can be provided
to the job seeker depending on the program eligibility. The job seeker
is a new participant on the 91st day. No service will restart the clock
after the 90th day.
- If the job seeker is a WIA or TAA
participant the exclusions will be recorded on the SKIES program
enrollment tab under exit outcomes. If the job seeker was provided a
service by Wagner-Peyser in the case notes in the subject drop down, the
exclusions are list there and can be used by WP staff to record
exclusion. Refer to question 25 for how to record a gap service.

- There were several good handouts for
WIA staff about how to record data into SKIES for Common Measures. How
come there were no handouts for WP staff to help them?

- Wagner Peyser staff should continue to
record services provided in SKIES. A number of desk aids are available
in SKIES on how to record services.

- There are currently 3 “HOLD”
services in SKIES (349, 350, and 488). Suggest the one that will trigger
the (up-to) 180 day gap be renamed to “Hold for Documented Gap”.
- There
are only 2 “HOLD” services in SKIES (350 and 488). The HOLD (349) has
not been available for use since April 2006. The service description for
the other two “HOLD” services will be changed to “HOLD – GAP IN
SERVICE”. There needs to be two services one attached to the “INTENSIVE”
service type and one attached to the “TRAINING” service type. Refer to
question 58.

- Are we supposed to enter employment
data in SKIES i.e. if they change job, etc or is all data collected from
UI wage data? What’s the definition of under employed?

- Yes. The Follow-up Wage Progression
screen in SKIES is the place to record any changes to the original
employment entry, including updates to wages, hours worked and employee
benefits. If the participant changes jobs i.e. goes to work for a
different employer, that job should be entered in SKIES as a new job on
the Job Placement – New Job screen. Under-employment as defined in the
Workforce Explorer glossary is a condition which exists when the full
potential of labor is not being utilized. Measures of under-employment
are not readily available.
