- For PY 06 WIA and Wagner-Peyser
reporting, self-services activity will be captured and reported using
the Go2WorkSource.com system. Initially, consideration was given to
using WorkSource Membership System (WMS) as the source for this data.
However, WMS issues regarding confidentiality of the data, data sharing
agreements, availability of SSNs, file structure and other database
issues, and an August report deadline led to the decision to use
Go2WorkSource.
- The door remains open to consider WMS as
a data source in the future. In no way does this decision lessen the
importance of WMS in providing important local jobseeker information not
available through SKIES. I have questions about a bullet in the
“Significant Policy Concepts” pages of the Common Measures handout from
the workshop. “Self-services only identified through Go2 trigger
participation for W-P and WIA but don’t extend participation” on page 5
of the handout, under section “Who counts as a participant”:

- Which self-services is that bullet
referring to, other than a pending list referral?

- Self-services are triggered for reporting
purposes by the Go2WorkSource registration. Individuals who “register”
with Go2 provide enough information, including SSN, to be counted as a
participant accessing the various self-directed Go2 services. The “Pend
List Referral” is actually regarded as a staff-assisted service
(screening and approval of the jobseeker for referral to WA job listing)
and results in a SKIES registration and/or seeker service entry. For W-P
the individual is counted as a participant who received self-services
only (participant count) and also in the Employment Retention and
Average Earnings performance measures (performance count). They are not
included in the Entered Employment rate measure because we do not
currently pick up their employment status at time of Go2 registration,
i.e. date of participation. For WIA, the individual is counted as a
participant receiving only self-services. There is no WIA enrollment (no
eligibility determination or WIA-funded, staff-assisted service). The
individual is not included in the WIA performance measures (by law,
self-service-only individuals are excluded from performance
calculations).

- Does this mean that WIA staff are
supposed to register into WIA, anyone who self-referred on one of our
area’s job orders, even if that was their only service?

- No, self-service-only participants are
not expected to be enrolled in WIA. Individuals may be enrolled in WIA
only if, after assessment, they are determined eligible and receive a
WIA-funded staff-assisted service. A job referral, whether it is from a
Pend List or in person, is a universal core service that typically is
provided by W-P staff but can also be provided by WIA-funded staff
without enrollment in the WIA program.

- This bullet isn’t very clear to me. I
understand the first part that all WIA program enrollees who receive a
qualifying service are included in performance measures, but what does
that second part of the bullet mean? The only thing that comes to mind
about the second part of the bullet is that if a WIA client receives
only self-services or informational activities after their WIA program
exit, then that post-program service won’t extend the exit and,
therefore, that service won’t cause the job seeker to be included in
performance measures again. Is that right?

- You’re right, the syntax is misleading.
What it meant to say is that who counts under performance are those WIA
participants who were enrolled, received a qualifying service and were
exited. Individuals who received self-services only are excluded from
performance measures. So it should have read… ”WIA program enrollees who
receive a qualifying service and are exited. (Individuals who only
receive self-services or informational activities are excluded from WIA
performance measures)”.
